I demonstrated that a proposed model to
explain dark matter as a consequence of a modified Poincare group (i.e., a
theory derived from a modification of general relativity) was wrong in the
sense that the proposed model predicted effects in the opposite direction to
those required to account for the astrophysical observations. Details can be
